Perancangan Job-Person Matching di Bagian Sediaan Non-Betalaktam Departemen Instalasi Produksi Lafiad

Ketepatan waktu produksi, kualitas, dan kuantitas yang baik dapat dicapai jika manajemen bagian produksi maupun operator produksi memiliki kompetensi yang sesuai dengan jabatannya. Salah satu usaha yang dilakukan adalah dengan melakukan penempatan pegawai yang tepat. Selain berdasarkan kompetensi, penempatan pegawai juga mempertimbangkan prestasi masa lalu dan prospek masa depan pegawai. Penelitian ini bertujuan untuk mengetahui rancangan job-person matching pegawai Bagian Sediaan Non-Betalaktam Departemen Instalasi Produksi Lembaga Farmasi Direktorat Kesehatan Angkatan Darat (LAFIAD) yang mempertimbangkan aspek kompetensi, prestasi masa lalu dan prospek masa depan. Perancangan kamus kompetensi bidang dilakukan dengan mengidentifikasi KSA (knowledge, skill, and abilities) yang dibutuhkan untuk tiap jabatan. Untuk perancangan kamus kompetensi perilaku digunakan bantuan acuan model kompetensi generik untuk manajerial dan teknisi yang telah disusun oleh Spencer & Spencer [9]. Rancangan kamus kompetensi dan kebutuhan kompetensi jabatan kemudian akan digunakan sebagai dasar dalam melakukan penilaian kompetensi terhadap pegawai di Bagian Sediaan Non-Betalaktam LAFIAD. Perhitungan individual competency score dilakukan dengan menggunakan pendekatan fuzzy rule base yang diusulkan oleh Golec & Kahya [3]. Untuk membantu perhitungan maka pada penelitian ini dirancang pula aplikasi Job-Person Matching yang bertujuan untuk memudahkan dalam melihat hasil dari rancangan job-person matching. Hasil dari job-person matching ini menggambarkan urutan pegawai di masing-masing jabatan berdasarkan kompetensinya dengan mempertimbangkan prestasi masa lalu dan prospek masa depan serta usulan tindak lanjut yang bisa dilakukan perusahaan terkait hasil yang dikeluarkan.
Good production can be achieved if the operator and the management have competency in accordance with the position. This can be achieved by putting the right employee at the right position. Not only competency, past performance and future prospect are also important to be considered. The purpose of this study is to develop job-person matching design of Non-Betalaktam Stock Area, Department of Production Installation, Lembaga Farmasi Direktorat Kesehatan Angkatan Darat (LAFIAD). The design considered the employee competency, past performance and future prospect. The design of area competency directory was developed based on knowledge, skills and abilities (KSA) identification in every position. The design of behavior competency dictionary was based on generic competency model by Spencer & Spencer [9]. The design would become the base to assess the competency of the employee of Non-Betalaktam Stock Area LAFIAD. Individual competency score calculation was done using fuzzy rule based approach proposed by Golec & Kahya [3]. The application of job-person matching was also developed to evaluate the result. The job-person matching described the order of employee in every position, based on competency, past performance and future prospect, also the follow up suggestion for the company.
