Strategi Refarming Frekuensi 1800 MHz Untuk Implementasi LTE di Indonesia

LTE adalah teknologi yang digunakan dalam generasi keempat dengan arsitektur yang lebih sederhana dan semua berbasis IP (Internet Protocol). Teknologi baru ini membutuhkan spektrum frekuensi sesuai dengan standarnya. Masalah yang dihadapi adalah terbatasnya spektrum frekuensi yang tersedia yang dapat digunakan untuk teknologi baru. Refarming frekuensi adalah solusi yang ditawarkan untuk memecahkan masalah ini. Refarming frekunsi adalah restrukturisasi dan pemanfaatan frekuensi yang ada untuk teknologi baru. Refarming pada frekuensi 1800 MHz adalah solusi untuk implementasi LTE 4G dengan berbagai keunggulannya, yaitu biaya investasi rendah, perangkat ponsel pada frekuensi 1800 MHz telah banyak tersedia di pasar, dan frekuensinya tidak terlalu tinggi ataupun terlalu rendah, daya pancar dan cakupan yang luas, dan pembagian spektrumnya dapat digunakan baik untuk DCS (GSM 1800) maupun LTE. Penelitian ini akan dilakukan terhadap 5 operator yang ada ada frekuensi DCS (GSM1800), yaitu Operator A, Operator B, Operator C, Operator D, dan Operator E. Penelitian ini juga akan menghitung jumlah TRx yang harus ditambahkan, pengaruh lalu lintas layanan suara an jangkauan jaringan LTE. DCS bersama dengan LTE akan menimbulkan pergeseran frekuensi yang ada dan layanan transfer yang signifikan. Keluaran penelitian ini adalah hasil analisis refarming frekuensi 1800 MHz, cakupan area LTE dan analisis keuntungan dan kerugian yang disebabkan oleh refarming.
LTE is the technology used in the 4th generation which comes with a much simpler architecture and uses all IP network. With LTE, it means a new technologie emerges and it requires a spectrum frequency that can be used and in accordance with the LTE standard. The problem faced is there’s no more spectrum frequency that can be used for a new technology. Frequency refarming is a solution which is done to solve this problem. Frequency refarming is the re-structuring and utilization of existing frequency to a new technology. Perform a refarming at 1800 MHz frequency is a solution for the implementating the 4G LTE with various advantages, which are low investment costs, many mobile devices available in the market at a frequency of 1800 MHz, the frequency is not too high nor too low, regard to the signal transmit power and broad coverage, and the dividing of the spectrum can be made for DCS (GSM 1800) and LTE. This study will be performed for 5 operators that exist on the frequency of DCS (GSM1800), namely Operator A, Operator B, Operator C, Operator D, and OPERATOR E. This study will also calculate the amount of TRx that should be added, affecting the voice service traffic and the coverage of LTE network. With the DCS along with LTE will cause the shift impact of the existing frequency and a significant service transfer. The results of this research is the analysis of 1800 MHz frequency refarming, LTE coverage area and to find out the advantages and disadvantages caused by refarming.
