Model Sistem Pentarifan dan Optimasi Jaringan berdasarkan Karakteristik Jaringan pada Komunikasi VoIP dan Multimedia-IP (NGN)

Pada saat ini, telekomunikasi telah berkembangdengan cepat baik dari segi evolusi teknologi, segi pengguna
maupun segi content. Pertumbuhan ini juga tentunya akan
semakin menaikkan tingkat efisiensi operasional perangkat
telekomunikasi sehingga tariff penggunaan komunikasi
diprediksi semakin turun. Namun di sisi lain, perkembangan
dari penentuan tarif telekomunikasi ini mengakibatkan
persaingan yang kurang sehat. Untuk mengejar penurunan tarif,
beberapa operator harus melakukan trade-off dengan sedikit
menurunkan Qos (Quality of Service). Di sis lain terdapat faktor
pendorong teknologi yaitu perkembangan teknologi komunikasi
yang telah mencapai konvergensi teknologi hingga generasi ke-4
(4G) dimana semua komunikasi berbasis Internet Protocol (IP).
Komunikasi voice yang akan terus dikembangkan adalah Voice
over Internet Protocol (VoIP) maupun Multimedia-IP.
Penentuan tarif untuk komunikasi berbasis IP tentunya sedikit
berbeda dibandingkan dengan komunikasi berbasis circuit
switching seperti pada PSTN terutama jika terdapat interkoneksi
dengan jaringan lain. Penelitian ini mengembangkan model
perhitungan sistem pentarifan untuk komunikasi berbasis IP
dimana salah satu karakteristik yang diperhatikan adalah
karakteristik dari trafik jaringan. Pembahasan dilanjtukan pada
metode optimasi jaringan untuk memperoleh tarif yang
minimum dan OoS yang terjamin. Hasil penelitian ini dapat
menjadi rekomendasi bagi operator telekomunikasi maupun
badan regulasi telekomunikasi dalam menentukan tarif
komunikasi berbasis protokol IP dan pengembangan jaringan
telekomunikasinya.
